choose a light color #314361 for the foreground
and a darker color #0b1634 for the background
Prepare a Linear style gradient

Open a transparent image 900 x 500 pixels
Fill with gradient
Setting – Blur – Gaussian Blur

Selections - Upload/save a selection-
Load selection from disk
Select "Sel01-ColdOutside"
and click Load


Edit - Cut
Selection - Select None
Layer - Duplicate
Image - Mirror
Layers - Merge - Merge visible.

Reduce opacity to 50%

Change the Blend Mode to "Soft Light"

as a new layer
And Move under the deco layer 4
Choose the part of the image you want in the frame

Edit - Cut
Selection - Select None.

Layer - Duplicate
Setting - Blur -Blur
Change Mix Mode to "Soft Light"
Layers - Merge - Merge visible.

size - 10 pixel = dark color #0b1634
With the magic wand select this border
Effects / Plug-ins / XERO ⇒ Fritillary
 
Selection - Select None.

Copy - Paste Your Tube
Resize if necessary
Effects - 3D Effects - Drop Shadow (to your liking)
Place on the left

Copy - Paste Wordart
Effects - 3D Effects - Drop Shadow (to your liking)
Place on the right

Layers - Merge - Merge visible.
Image – Add Borders – Symmetrical checked
size -10-pixel size = color white.
